HEYA MATE, HERE IS UR ANSWER _________________
The wire used in an electric heater is made up of alloy like nichrome which has high resistance and high melting point. This helps the heater wire to heat more without melting.
In fuse wire ,the wire is made up of a metal that has low melting point so as to melt when a high current pass through it .This breaks the circuit and eventually savea the appliance from damage.
