Ammonia gas at normal temperature when dissolved in pure water forms a base called Ammonium Hydroxide,

NH3 (GAS) + 2 H2O (LIQUID) = 2 NH4OH , here NH3 is NON METALLIC , similarly some of the alkyl amines also forms base with water.
