Burns caused by steam are more dangerous than burns caused by boiling water. When water reaches the state of a 100 degrees celcius, it begins to vapourize. The tiny water droplets vapourised are at the temp of 100 deg C. Therefore, as they have a higher temperature, they are more severe when they cause burns. Think of it like apressure cooker where you are cooking rice. The steam has a buildup inside the cooker,with no place to escape. Therefore they cook the rice in less than 10 minutes. if you take a bag of rice and drop it in boiling water, it will take more time than the one in the steam  due to the temperature difference; the steam being hotter than the boiling water.
