The reason that dry ice doesn't wet the surface on which it is kept is dry ice is not made up of water, but instead it is made up of carbondioxide. Because the carbon dioxide is now at room temperature ,it goes directly from a solid to a gas in a process called sublimation . Because of this, it never passes the liquid state. Hence, it is not wet  Hope it helps!
