when chlorine reacts with water it produces a new type of compound called nascent oxygen is formed then the colored substances present in the organic matter combines with nascent oxygen to oxide them and form colourless substances

it needs moisture for its bleaching action chlorine reacts with water to form hydrochloride and hypochlorous acid. hypochlorous acid is unstable and its easily dissociate with nascent oxygen its formation is responsible for bleaching nature of chlorine in the in the presence of nature
