It is because when the cart is not in motion it requires more energy to move due to friction which is acting upon the wheel of the cart and the rough surface of the ground while in motion it is already in its uniformity due to which it is easy to speed up while the cart is in motion ( I hope that this reason somewhat helps you..!)
