1) The winds blowing from the southern Atlantic Ocean in the southeast and the northeast direction are obstructed by the Brazilian Highland.
2) These winds move upward along with slopes of the Brazilian highlands.At higher altitude the condensation process takes place and windward side of Brazilian Highland receives more rain.
3)when these winds cross the top of Brazilian Highlands go to other side of the mountain these wind dry .As its effect the Edward side of the Brazilian Highlands gets less rainfall.

Here is the answer

1. Brazil receives it's rainfall from the south east trade winds and the north east trade winds.

2. The escarpments acts as a barrier to these winds and thus,these winds gets reduced.

3. This region eventually, become a rain shadow area where in there is minimal amount of rainfall.

4. Thus ,The North Eastern part of Brazilian Highlands receive very less rainfall.
