There is little doubt that the release of Arabinda Rajkhowa, the leader of the United Liberation Front of Asom, is a move by the Centre to prepare the ground for talks with a group that has been responsible for much of the ruthless violence in the State in pursuit of its secessionist demand. Provided both sides act with responsibility, it could be the best chance yet for peace in Assam.
