Wet Clothes do not dry easily on a rainy day because the air has a lot of water vapour on it and it cannot accommodate the water vapour created by the wet clothes so the water remains in the clothes for a longer time.

The rate of evaporation depends on the temperature weather and humidity. The rate of evaporation is faster in sunny days when temperature is hot and humidity is less.

On the rainy day the temperature and weather is not hot hence the rate of evaporation is slow and wet clothes take longer time to dry up.

The moisture level in air on rainy days is near to saturation moisture level(the amount of water content the air can hold at a certain temperature), so when wet clothes are left to dry on rainy days, the water content from the clothes does not decrease causing the clothes to retain their wetness.

When there is no wind blowing on rainy days, the little amount of water that escapes from clothes to the air remains close to the clothes. This maintains the level of water near the clothes which does not cause further water escaping from the clothes. When there is wind blowing on rainy days the water content near the clothes reduces periodically, thus more water escapes the clothes regualry. This causes them to dry faster.
