when the atoms outermost atomic orbital is filled to capacity with 8 valence electrons .IE is the energy required to remove valence electrons from an atom .since noble gasses are in their most stable unfavourable to remove their valence electrons than those of any other atom in same period .as a result more IE is required to pull valence electrons away from noble gasses......
