as we all know that when any substance wants to burn,it needs O2 and when CO2 is supplied it stops burning.That's why it is used

Oxygen is the gas that acts as fuel for fire or like a conductor of fire but carbon dioxide is not like oxygen. It is an insulator of fire. So Carbon dioxide is used in fire extinguishers.
Just as in neutralisation reaction a base can neutralise the effect of an acid and an acid can neutralise through effect of an base. Similarly Carbon dioxide can reduce the effect of oxygen that is essential for burning purposes.
