this is because copper is less reactive than iron if the surface is scratched the iron is exposed to air and reacts faster than copper to form rust. this is why we should cover the metal with another one which is highly reactive to ensure that they don't rust . here iron reacts faster than copper to form rust and that's why copper plated iron corrode easily when the surface is scratched.
