A negative growth rate means it is decreasing.

The two main factors affecting population growth are

(a) The birth rate and death rate

(b) Population growth may also be affected by people coming into the population from somewhere else (immigration,

i) or leaving the population for another area (emigration).

(c) Increased death rate and increased emigration causes a decline in the population growth. On the other hand, decreased death rate and and decreased in emigration causes an upward trend in the population growth.
