It is so because the impulse go to the spinal cord and the quick result come back from the spinal cord .As the impulse do not go further to the brain they are known as spinal reflexes.
Explanation:
For eg.like if we touch a hot cup of tea we in a second raise our hand back,so this is a reflex action and it has directly come from spinal cord without going to the brain,it is also called spinal reflex.
