Coz Ground Reflects the Rays of sun back into the atmosphere. :)

Vertical rays of sun give more heat than slanting rays as vertical rays are concentrated over a small area and provide heat  only to that area whereas slanting rays are concentrated over a large area so the heat gets distributed. 
Oceans have more equitable temperature because ​density of water is high.
