Explanation:
with altitude (height),the density & hence refractive index of air layers decreases .Light rays starting from the sun travel from rarer to denser layers. They bend more &more towards normal .
however,an observer sees an object in direction of the rays reaching her/his eyes. So to observer,the sun appears above the horizon. Apparent shift is by 0.5°.
That's why the sun appears to rise early by about 2 minutes & appears to set late by about 2 minutes.
