Rain always fall vertically, but if there is wind, then it causes the drops to fall making an angle with the vertical.
Also, if there is no wind, but if you are walking, then it may again appear to you that the rain is falling at a particular angle.
So, you don't hold your umbrella vertically, instead at an angle.
But note that, if you are stationary (not moving) and there is no wind, then you'll hold the umbrella vertical.
