This is because of the tiny, weak hydrogen bonds which, in their billions, hold water molecules together for small fractions of a second. Water molecules are constantly on the move.

The most important reason for this is the cohesive forces due to hydrogen bonds in water.
At room temperature, the molecules of water have some intermolecular force of attraction and the room temperature cannot provide sufficient heat for these molecules to overcome their force of attraction and therefore remain in liquid phase.
