if i remember correctly it is because Raja Raja Chola supported the Brahmin culture and casteism.

Explanation: the current caste system is different of that of the ancient times. in the ancient caste system. The Hindu Rishis created a way of individual life known as Varnasrama Dharma. Hinduism and the structure of Hindu society and culture is based off that Dharma.  The Varnasrama Dharma was for the benefit of the society and the great king, Rajaraja Chola supported it.

The Varna system in Dharma-shastras divides society into four varnas (Brahmins, Kshatriyas, Vaishya and Shudras). Those who fall out of this system because of their grievous sins are then called outcasts/ untouchables and were considered no longer apart of the Hindu varna system.  Chola agreed with this structure. however, he treated all people as they were equal. this system made it so that nobody could have ruled for a long time and got the name of a benevolent ruler if he was partial to any community. He was not hard headed and was very much able to look  at the good for his people before what is good for himself. He simply could have said no I don't like this system.. I will rule until I die. but he didn't. he let the the people decide. he actually liked the fact that with this system no sole person or persons had dominant control for too long.
