This observation is purely in agreement with inertia and Newton's I law of motion. According to the law, in simple terms, any object wants to remain how it has been, whether in rest, or moving with some constant speed. In this case, the object is the dust. Dust particles were at rest on the carpet. However when you beat the carpet, you are forcing the dust to move along with the carpet. Due to the dust having inertia, it doesn't move, or rather, it resists motion. This is why dust comes out of a carpet when it is beaten with a stick.

Carpet contains dust particles in it. Dust particles present in carpet were in rest . When we beat the carpet ,it comes in motion but dust particles due to their inertia remains in rest and hence comes out of the carpet.
