If frog is in water so it can breathe through skin as it is not possible to breathe through lungs in water because water will be get filled in the lungs and will die.

If frog is outside the water then it will breathe through lungs as it is not possible for complex animal to get oxygen sufficient through skin and skin respiration needs the process of osmosis and osmosis will not happen without water.

hope it helps.....
