1. due to maximum electrons in valence shell
they have complete octet.
due to which they can't accept any other electron in it's valence shell

2.Sulphur and chlorine are in the same period of the periodic table. But chlorine is larger in size and more in atomic mass than that ofsulphur. Because of the larger size, the bond pair of electrons are attracted towards it more readily. Thus chlorine electronegativity is more than the sulphur.

Hey here is your answer.

1. Noble gases are the gases which have sufficient amounts of electrons in their Last Shell so they don't need to take electrons or give electrons. Thus they does not form anion or cation.


2. Electronegativity refers to a position in which an element takes electron and becomes negatively charged. Chlorine has higher electronegativity because it lacks only one electron and can get it easily but sulphur needs 2 electrons which is a difficult job to find.
