A balloon has a predetermined shape dictated by the elastomeric moulding. This can crudely be seen by laying the balloon flat.

On inflation the pressure created acts uniformally on the inner surface causing the material to elongate in two dimensions whilst the thickness is reduced. (This is uniform within the manufacturing tolerances and material variability.)
