The idea of forming Indian National Congress was supported by both British Raj and the Indian leaders as it held mutual benefits for both.

For British, it meant control over the violence for Indian freedom movement and for Indian leaders; it was a way to get a share of governance of their country under the British means.

In more precise words, congress was a platform to facilitate a political dialogue  between British Government and Indian Congress leaders.

So, congress believed in the use of peaceful and constitutional means because if they didn’t follow, the entire reason why the British favored and allowed the formation of INC would have become futile.
