In the beginning man was dependant on Agriculture. So settling near water bodies helped him in doing so. Later many civilizations also came along the water bodies like Indus Valley civilization etc. But now, since not all men are dependent on Agriculture for livelihood they gradually started settling in other places.

Hope this helps you.

People used to settle close to water bodies in the early civilisation because of the fact that it helped in agriculture. In primitive times it was not possible to carry water to the agriculture firms and hence the people mostly try to settle near the river region. But in latter time, they can transport water to the various parts of the area and hence the civilisation spreaded out.
