No friction (low friction) is the reason for slip on oily surfaces. Unpolished surface has irregularities , friction arises when a body tries to move over these irregularities . This friction acting in the direction opposite the motion of the body and tries to hold the moving body . Soapy (or) oily surfaces offer less friction because oil acts as lubricant between the surface and moving body. Less friction offered by the surface is reason for slip on soapy/ oily surface.
