Becasue water and mercury are 2 completley different substances 3ith completley different properties. The most obivous answer is that in cold conditions the waer would freeze in the tube making the measurement unreadable or the complete opposite when it gets very hot the water would evaporate in the tube. A thermometer works through heat convection. Mercury has the perfect properties to fit the convection cycle and still give an accurate measurement on temperature.Mike C · 5 years ago

Water is considered unsuitable for use in thermometers due to following reasons:-)
1} The expansion of water with temperature is known uniform .
2}Due to its large specific heat and low thermal conductivity, water thermometer does not respond to change in temperature quickly.
3} Water is invisible, stick to glass and has high rate of evaporation point
4} lts temperature range is small from 0°C to 100°C.
