According to Newton's third law every action has equal and opposite reaction.... the magnitude is same of both normal and action force so in the case of flat surface( wooden block is kept and N=mg) the forces get cancel and no movement is there. but on an invlined plane there are other forces acting also like mgcosΦ ,mgsinΦ,friction etc....
