Llifts should not be used at the time of earthquake, because if the eartquake is too strong on the Ritcher's scale, it may cut the power.

And, in this case, you may be trapped in there for an uncertain period of time,till it is reconnected. Ths, it is better to avoid it before and after the shocks.
