Over time many pesticides have gradually lost their effectiveness because pests have developed resistance – a significant decrease in sensitivity to a pesticide, which reduces the field performance of these pesticides. EPA is concerned about resistance issues.

Answer:

the pesticides are losing there efficacy because as pesticides are rich in sufficient nutrients . and pesticides are also harm full for soil because it damage the soil and as soil contain some important bacteria or insects some help in nitrogen fixation or some in exchanging the gases so pesticides kill that bacteria.
