1)power sharing is not necessary to be equal in all levels of govt.

2)power sharing leads to instability in democracy like equal sharing if powers to an allied govt can lead to debate for a particular decision .

3)power sharing between state govt and central govt is separated ensured by constitution so a central government do not have proper authority over state Some state has granted special power due to which it leads to conflicts . A live example is of article 370 Kashmir.
