I have put image from my notes refer them sequentially. Hydrolyzing silicon halides substitutes them with OH groups which on condensation or dehydration here join to form silicones. More OH means more joining silicates. So at any point reaction polymer with equivalent moles of alkyl substituted silicone stops further polymerisation
