1)Britishers needed forests to build ships and railways. They were worried that the extensive use of forests by local people would destroy them.
2)Hence , they invited a German expert Brandis for advice who was made the first inspector general of forests of India.
3)Brandis felt that a proper system has to be introduced to manage forests and people had to be trained in conservation of the same. Thus,rules about the use of forest resources were made. Felling of trees and grazing had to be restricted so that forests could be preserved for timber production.
