Water is liquid at room temperature due to having a solid changeless dipole which is known as hydrogen bonding. The electrons are nearer to oxygen than they are to hydrogen along these lines making this incomplete positive and negative dipole. The difference between electronegativity is so high between the atoms of oxygen and hydrogen, subsequently being known as a hydrogen bond, it's a unique case of the dipole.
