Idea of liberalism were late in central and eastern Europe because of following two reasons.

• Central and eastern Europe were governed by monarchy which put a serious restrictions on them.
• economic and educational development was not as par with the other parts, hence their hardship and less intellectual progress prevented them to understand and implement that.
