Let the color of flags be 'a', 'b', 'c' and 'd',

Now group them,

(a) ab, ac, ad

(b) ba, bc, bd

(c) ca, cb, cd

(d) da, db, dc

= 3 + 3 + 3 + 3

= 12

Cheers! :)
