We have been provided with following 2 statements given below:

I. Rafael is of the same height as brock and smith.

II. Smith is shorter than Rafael.

According to Statement I, Rafael has same height as that of Brock & Smith.

Also, there is a contradiction in the Statement II with 1st one, as it says Smith is Shorter than Rafael which simply is a contradiction to first statement.

Statement I is alone capable to answer the question as it tells Smith and Brock are of the same height

Hence, Brock is not taller than Smith, both are of same height.
