Public sector activities are activities that are controlled by govt. Therefore rules and laws made by the govt are applicable to this sector. Therefore this attracts large number of people from the unorganised sector as well as safeguard them from the private individuals who exploit them. Therefore the govt. has taken up the public sector activities.
