Area of sector=

 \frac{angle}{360}  \times \pi \:  {r}^{2}

 \frac{90}{360}  \times  \frac{22}{7}  \times  {r}^{2}  = 76

 {r}^{2}  = \frac{76 \times 14}{11}

r^2= 96.7272...

r=9.83

Perimeter=length of arc+2r

=

 \frac{90}{360}  \times 2 \times  \frac{22}{7}  \times 9.83

=15.44
