10x +3 = 3x - 4

take x to one side

10x - 3x = -3 - 4

7x = -7

x = -7/7

x = -1

now, verify

10(-1) +3 =3(-1) -4

-10 +3 = -3 - 4

-7 = -7

hence proved

x = -1
