This agreement was signed in 1987. It was started for stratosphere where chloroflurocarbon, halons, carbon, methyl chloroform. It becomes the international agreement in many countries. It is the consumption of ozone and stratosphere.

The Montreal Protocol was signed in 1987 to undertake steps to protect the stratospheric ozone layer. The objective of this international agreement was to  eliminate production  and consumption of substances which played a major part in ozone depletion. The agreement effectively came into effect in 1989. It was signed by 197 countries.

The agreement charted out specific responsibilities to all the concerning parties in relation  to phasing out of the different groups of ozone depleting substances, control of ozone depleting substances trade,  data sharing, controlling of import and export of ozone depleting substances through national licensing system.
