Here's the Basic difference between Page CTR & Impression CTR in Google Ad sense :

Page CTR is click through rate for a whole Page- this includes all the ads on the Page.

While Impressive CTR is the click through rate for the individual ad.

If you had three ads on a page, and if someone clicks on any one of them it will count for Impression CTR of that particular ad and Page CTR too.

So it's obiovous that Page CTR will be higher than Impression CTR.
