government is always successful in maintaining law and order do you agree

No , not in all cases .
It is because vote is more important than law in India.
Gandhi taught us that if you can collect 100 people in India, you can be above law, because you can create considerable ruckus, which will affect votes of the concerned politicians.
When police tries to catch a criminal from a village, he has his 100 odd supporters blocking the police. The only way possible is to shoot some of them, which will anger the whole community (cause, for them community is more important than the Law) ,anger of the community will loose votes for the party ruling, so, the Law is negotiated.
Even a country like Bangladesh does not accept this.
The only way to correct this is to separate the executive from the legislature. that is, a presidential form of govt, where the president does not fight from any party, just as an individual. So he controls the executive (and has nothing to do with law making). similarly, the parliament only makes law and has nothing to do with execution. So, now the police commissioner does not answer to the state legislature or the local MLA/MP. His chain of command goes to the governor. hence he is free to act without influence of the MP/MLA
