● Explanation -

We have to find out the halogen whose electrons are occupies k, l, m shells only.

Maximum capacity of these shells is -

K shell = 2 electrons

L shell = 8 electrons

M shell = 8 electrons

But in halogens, last shell has 1 electron less. So M shell has 7 electrons. So our assumed element will have 2+8+7 = 17 electrons. i.e. atomic no 17. As we know, element with atomic no 17 is Chlorine (Cl).
