Saddam Hussein rearmed Irag after the war, and in 1990 he invaded the oil-rich kingdom of Kuwait. Although Kuwait had little support from its peers, the Arab countries as a group were angered by this act of unprovoked aggression against another Arab state. Despite United Nations warnings, Iraq intensified its brutal grip on Kuwait. As a result, in 1991, international forces led by the USA,UK, and France attacked Iraq. The Iraqi defeat was complete as their troops traced the most sophisticated military machine. Up to 100,000 Iraqis were killed before Saddam Hussein surrendered. He had also attacked the Kurds in the north, using chemical weapons. The United Nations conducted searches for hidden chemical and nuclear weapons, and imposed harsh sanctions that severely affected the desperate Iraqi people.

After the Gulf War, despite United Nations' sanctions & international pressure, Saddam Hussein refused to cooperate with IAEA (International Atomic Energy Association) & the United Nations weapons inspection agency, UNSCOM. There were indications of a weapon build up & the confrontation, while the Iraqi people suffered.
