When students are arranged in such a manner they must be forming a square with an area of less or equal to 500.

Let the numbee of remaining students be x.

Thus,

= > rows * columns + x = 500

= > a * a + x = 500

= > a² + x = 484 + 16

= > a² + x = 22² + 16

Comparing values, number of extra students is 16.
