general form of equation is x^{2}+2gx+2fy+y^{2}+c=0
Here the coordinates of center are (g, f) and radius is \sqrt {g^{2}+f^{2}-c}
But the equation you have given is x^{2 } -4y^{2}-16y-11-6x=0 not of a circle, as the coefficients of x^2 and y^2 terms is not equal. So there will be no center nor radius.
