Before giving you the proper points of this answer , first understand why it is false ; During a passing of law the MLA (Members of Legislative Assembly) which represents the citizens cast their opinion. And if it is a Majority then the bill is passed. It doesn't need to go through approval of Supreme court, remember these are two separate independent bodies. Until and Unless someone files a case or it is violating the fundamental and basic rules of constitution the approval of Supreme Court isn't required.

b) If the bills comply with or doesn't violate the foundation laid by constitution, judgement of Supreme court isn't required.
c) The MLA are elected by the people itself, hence their decision is people's decision. Until and unless people have problems with it.
Example : Let's take the recent most case. The kissan bill. During the start of protest , until and unless the farmers filed a complaint in Supreme court, no action was taken by Supreme court.
