H²¯ means that Hydrogen atom accepts or gains 2 electrons from some other element.
Hence, 2 electrons are being added to Hydrogen atom.

When an atom accepts electron, it attains negative charge as in question.
And when an atom loses electrons, then it attains positive charge. E. G. Al ^3+.

The numbers in the superscript with charge ( +, -) denotes that how many electrons are gained or lost.

The acceptance and loss is only done by electrons because electrons are situated in the atom in particular orbits around nucleus.
So, electrons possess the tendency to loose or gain easily due to located outside the nucleus.
So, it is easy for electrons than protons to loose or gain.
