In this reaction,

H2O+Br2 ----> HBr+HOBr2

On the reactant side the oxidation state of Br2 is 0

On the product side the oxidation state of Br in

HBr is -1 and in HOBr it is +1

Hence Br is oxidized as well as reduction of Br takes place this means it acts as both reducing as well as oxidizing agent (respectively)

It is a disproportionation reaction
